Start with just body weight then he can move up to using some resistance bands.
There are several different options.
Also, wall sits are a great way to build the quads with minimal stress on the knees. He can start at a 45 deg angle. Try to hold for 30 sec. the time and angle can be adjusted as tolerated.


Glute Wall slides are also a good way to work medial glutes (helps with hip stability) and put no stress on the knees.
There’s several exercises you can do with a band that will avoid painful knee
Lateral side steps with band
Forward walk with band w/knees bent to a tolerable level
Clam shells with band.
