Why can't you build muscle by working out? You're not focused on training
You're not focused on training :
Avoid: do a bench press series, talk about the last night of the weekend, do a second series to pick up a girl at the other end of the room, then come back 15 minutes later to do a third series.
Each session is like a competition with yourself: you have to focus only on the task at hand. It's the same for cardio-training. Reading while training means that you are calming down, warming up or wasting your time.

If you want results in weight training or endurance, effort and intensity are essential: neither will be provided if you disperse. For training to be productive, it must monopolize your full attention.
Solution: During or even between series, focus on the perceived sensation in the active muscles. A recent study shows that subjects who, during training, focus on the exercised muscles get more activity from these muscles than subjects who think about something else during exercise.
