The good old pushup - Many girls think that this is a hardcore exercise that is reserved only for the men. They could not be more wrong about it. Being able to lift one's one body weight will not make you look bulky or muscular. In fact, it will allow you to get the most ideal girls biceps as the muscles will develop just enough to lift your body weight. If you are a girl, your body weight will obviously be lower than that of men which will mean that you will get smaller biceps than men. If a traditional pushup is too difficult to do, you can always do the ladies pushup where you support some of your body weight with your knees on the floor. Do these for some time before you are able to do a full push up.
Biceps curl exercise - This is a great exercise that will concentrate on the biceps. Since you do not want a bulky look, go with a small weight like 5 pounds or so to do about 12-15 repetitions. Over time, it will tighten up your biceps and allow you to get that toned look in your arm.
Triceps extension exercise - If you want a toned arm, it is not just the biceps that you need to work on. The triceps are a large muscle group in your arm and working on it will allow the skin around the muscles to tighten up and give you a shrink wrapped look that will look great when you wear clothes that expose your arm.
Traditional exercises are not usually the best when you want to achieve a lean and angular look that is very pleasing on the eye.
