Why can't you build muscle by working out? You don't give it your all
A number of weightlifters seem to be satisfied with their training as tourists: they do not take as much as they could and stop their series long before they fail. It is quite common for people to wait until they feel comfortable before increasing loads.
In weight training, what counts is to try to push your limits, and therefore to get out of your comfort zone.

Remember the principle of overload: for muscles to gain in volume, strength and endurance, they must be required to make a greater effort than they are used to doing. Whatever program you follow to build muscle, give it your all.
Solution: At the end of each series, memorize what you have done. Could you have done a few more repetitions with the same charge, while observing a good technique? If you find that your answer is still "yes", increase the load so that your last repetition is close to muscle failure.
